"Capacities for refugees have been exhausted," says the letter, and states, according to media reports, that the German cities in question cannot accept more refugees.

The mayors said that the latest government decision to expel rejected asylum seekers faster is not enough and that new measures are needed.

North Rhine Westphalia is the most populous German province with more than 18 million people which is also accommodating the greatest number of refugees.

Refugee crisis may require "Fortress Europe"

Johanna Mikl-Leitner says that unless the situation with refugees is brought under control it will be necessary to build "Fortress Europe."
