The move may create tensions with Russia's post-Soviet neighbors Ukraine and Georgia, Reuters has reported.

Putin’s Spokesman Dmitry Peskov told reporters that the president had issued the order at 4:00 Moscow time as he flew back from the BRICS summit in South Africa.

Thousands of troops, 36 warships and an unspecified number of warplanes will take part in the exercises.

Putin’s order was presented to Defense Minister Sergei Shoigu in a sealed envelope, AFP has reported.
