The website of Montenegro's state broadcaster RTCG described these countries as "mostly exotic."

The Ministry of Foreign Affairs and European Integration told RTC that "182 states of the world have recognized Montenegro," and that Podgorica established diplomatic relations with them.

The countries that have not done so include the Bahamas, Barbados, Belize, Bhutan, Equatorial Guinea, Cameroon, Madagascar, Marshall Islands, Nigeria, Papua New Guinea, Somalia, St. Thomas and Principe, Tanzania, and Tonga.

The website noted that Iceland was the first to recognize Montenegro, followed by Russia, Croatia, Slovenia, Serbia, Bosnia-Herzegovina, Romania, Bulgaria, Italy, and Belgium.
