Serbian fugitive gets Montenegrin passport It remains unclear how he managed to get Montenegro's passport, but according to the Montenegrin police he was born in the town of Herceg Novi, and this was the grounds for granting him citizenship. Radulovic fled Serbia in April 2006, a month and a half before Montenegro declared independence. The country's Interior Minister Jusuf Kalamperovic told Tanjug news agency that the passport was not issued in an extraordinary procedure, but said he was unaware of the grounds on which Radulovic became Montenegro's citizen. "These are the consequences of dual citizenships, and it can be checked at the municipality of Herceg Novi whether Radulovic got one." Kalamperovic added that "if Radulovic holds Montenegrin citizenship", if arrested, he should not be extradited to Serbia, since Montenegrin Constitution now protects him.
