The Belgrade-based paper wrote that Blair spent one day in Serbia, and quoted a government source as saying:

"The goal of the visit are regular consultations of Blair and his people on 'delivery units'. It was a planned visit and meetings."

According to the report, "the 'delivery unit' system was introduced in March to control the efficiency of performance of Serbian ministers, and the whole system has been managed since by an employee of the Tony Blair Associates, that has five units led by domestic experts under him."

"The whole idea has taken root and is producing results, and Blair will regularly visit his people, each couple of months," the paper quoted its source as saying.
