In the political sense, the establishment of a community of Serb municipalities in Kosovo is an obligation under the Brussels agreement, says Marko Djuric.

"Community of municipalities is Brussels obligation"

The Brussels agreement - reached in April 2013 during EU-sponsored Kosovo negotiations - "is not a buffet from which everyone can take what suits them," Djuric said at a conference on respect of European human rights conventions in Kosovo, organized by the Strasbourg House of Justice.

Under Kosovo's laws, many rights contained in European conventions are guaranteed to Serbs, but not much of that is respected in practice, Djuric said.

Socialist Party of Serbia MP Dejan Radenkovic said that "there is almost no sphere of life where there is no violation of European conventions related to the rights of Serbs" in Kosovo and Metohija, including the rights to property, employment and use of their mother tongue.

According to him, "for this reason it is necessary to insist with European officials that everything contained in the Kosovo Constitution and laws related to the rights of Serbs in the province should be respected to the letter."

Analyst Dusan Janjic of the Forum For Ethnic Relations noted that, in discussions with representatives of the international community, Belgrade must insist on guarantees for respect of the rights of Kosovo Serbs.

He warned that "in the context of decreasing the rights of national communities, changes of the Kosovo Constitution by the authorities there are possible."

Janjic said Belgrade should therefore, "though conversations with representatives of the international community," strengthen "even more" guarantees in various areas of life relevant to Serbs in Kosovo.

The gathering heard about economic problems related to Serbs' survival in Kosovo, and issues such as return of usurped property, and companies privatized by Kosovo institutions.
