Of the total of 18 councilors present at the meeting late on Wednesday, 13 voted in favor and five voted against the document.
The three other northern municipalities - Zubin Potok, Zvećan and Leposavić - also adopted their own charters on Wednesday.
Ksenija Božović, municipal assembly president in northern Kosovska Mitrovica, said earlier that the draft charters were status-neutral.
However, some assembly members from non-Serb communities participating in the work of northern local assemblies noted that the charters pending for adoption were "unconstitutional as they were in contravention to Kosovo laws."
