The decision was made "after it was determined that he had entered Kosovo using a railway line."

A statement from the prosecution, carried by Radio Free Europe, said that the office on October 29 received a report from the Kosovo police, which said they had "secured the evidence based on which it was determined that Vulin used the Kraljevo-Zvečan-Northern (Kosovska) Mitrovica railway line to enter Kosovo from Serbia on October 16."

On October 24, the prosecution launched an investigation against the Serbian minister without portfolio in charge of Kosovo, accusing him of "illegally crossing the border," after which the Basic Court in southern Kosovska Mitrovica issued a warrant for his arrest.
