Assembly Speaker Jakup Krasniqi made the statement after a meeting Saturday with Rosemary DiCarlo, deputy U.S. representative to the UN in New York.

Krasniqi and member of the assembly presidency Slobodan Petrović are visiting the United States.

"The security situation is stable, however the north of Kosovo is an exceptions, where stability is not such as we would want it to be," Krasniqi was quoted as saying.

He said he expects "the spreading of EULEX" to contribute to the stabilization of the conditions in northern Kosovo.

Krasniqi also said that the "goal of the institutions are continued recognitions of Kosovo and UN membership".

As for "the dialogue with Serbia", he said "only technical issues can be discussed with Belgrade", and added that "Serbia is not ready to engage itself for the good of the Kosovo Serbs".

A statement for the media issued by the Kosovo assembly said that Petrović told DiCArlo that "there are problems with parallel institutions financed by Serbia".

"We expect that this will end and for the decentralization process to begin. The problem for the Serb community in Kosovo is economic development bearing in mind the high degree of unemployment", he was quoted as saying.
