CESID also stated that the distribution of funds for the elections was illegal and that it has contacted Transparency Serbia regarding this matter.The organization’s Program Director Marko Blagojević said that while 51.4 percent of Serbia’s citizens voted for the constitution, it is not good that many suspicions were overlooked because of errors in the process.
Another CESID official, Đorđe Vuković, said that the way in which the parties distributed money for the referendum campaign was among the biggest problems with the process, adding that the methods were “completely illegal.”
“That money was used for political promotion,” Vuković said, adding that fact that the parties were advertised by name in the electronic media also represents an illegality.
Vuković said that CESID’s research done two weeks earlier showed that many more people planned to participate, adding that the behavior of the parties was probably the main reason that many people decided against voting.
He added that the parties also independently decided on the formation of election administrations, and that there was “very poor communication” between the state and the municipal commissions and voting stations.
Among the violations during the voting, Vuković said that many were allowed to vote without identification, voting in the name of a family member, and families voting together on the same side of the board were also reported.
Vuković said that CESID will insist on working with the OSCE and The Republic Electoral Commission to educate the members of the voting council.
