EU awaits new government

Speaking about the proposed constitution, EU officials said it contained no obstacles for Serbia’s admission to the Union and that it was for the most part in line with the European standards. The main objections pertained to the provision of the constitution giving the parliament the final say in the appointments of judges and the state prosecutor.

In contrast, EU trends in this area opt for the jurisdiction in these decisions to be in the hands of a separate body, not unlike the High Judicial Council, which features in the constitutional proposal, but is not given full jurisdiction. One of the objections pertained to the fact the High Judicial Council in Serbia will not include the president, as is the case in EU countries.

Still, EU diplomats say they are not overly concerned since the countries in the region have been able to overcome similar shortcoming.

The Belgrade daily reports that even with ideas about making a concrete move that would demonstrate EU support for Serbia during the election campaign, it is now evident Brussels will not act until 2007, that is, after the election of the new government in Serbia.

The Union has lost faith that the current government will fulfill its obligations toward the Hague, and that goes even for the countries the daily describes as “traditionally friendly” toward Serbia.

Although the elections will not restart the association talks, they may still affect the Kosovo solution, according to Večernje Novosti.
