EU officials discuss Montenegro
Kostunica, who advocated retaining Montenegro's union with Serbia, has delayed his reaction to the referendum, claiming he was waiting final official results of the voting, expected to be announced later this week.After talks with Montenegro's Prime Minister Milo Đukanović, Solana said once all formal questions about the referendum are solved, Serbia and Montenegro should begin a dialogue on all remaining issues.
After his talks with Đukanović, EU Enlargement Commissioner Olli Rehn said there was no shortcut for the government to enter the EU.
Rehn said the EU expects Montenegro to strengthen its state administration, contain organized crime and corruption and reform the judiciary.
Until earlier this month, the Serbia-Montenegro state union had conducted talks with the EU, but now the two independent countries should have separate talks, Rehn said.
Rehn said Serbia, before resuming talks, has to arrest and hand over to the U.N. tribunal in The Hague Gen. Ratko Mladić, the Bosnian Serb military leader sought on genocide and crimes against humanity charges in the former Yugoslavia.
The EU interrupted association talks with Serbia-Montenegro May 3 after Serbian Prime Minister Vojislav Koštunica failed to keep his promise to arrest Mladić by April 30.
