Future beneficiaries should organize in two directions - "strengthening legal grounds for providing assistance, and increasing public awareness and participation in various forms of assistance."

The document states that regardless of the positive dynamic of the development of providing assistance in Serbia, problems remain that need to be addressed through grant allocation. The program operator will be the regional office of the Agency in Kosovo.

In the opinion of some experts, the Agency's initiative is only a cover for lobbying in favor of US interests in Belgrade.

Politician scientist Aleksandr Asafov told RT in Russian that these grants should be considered from a political point of view, an that the choice of Serbia in this case is not accidental.

Asafov noted that Serbian President Aleksandar Vucic has repeatedly stated that he intends to continue cooperation with Russia, which cannot but perplex the Americans.

"It is true that these actions are connected with Serbia's lack of interest in following the US vector. Behind the guise of providing assistance, as well as spreading democratic values ​​and participation in the protection of human rights, hides the intent to fund the opposition. It's an attempt to fund civil society, an opposition mood toward the Serbian authorities," this expert is convinced.

According to him, there is concern in Serbia, among other things, about a recent attempt to pressure Belgrade. It is also interesting, according to Asafov, that the program operator is the regional USAID office in Kosovo.

"The point is that the United States believes they are the moderator of the political process in the Balkans for a long time. They have meddled in Serbian affairs several times. That represents both a European and a Serbian problem. Just as the countries of old Europe, Germany and France, are looking for their path to react to political events, resist US expansion, so do other European countries, Hungary and Romania," Asafov concluded.
