Dinkić backs "Robin Hood" law

At a conference entitled “Dialogue between the local administration and the Finance Ministry,” Dinkić said that the essence of the draft calls for the distribution of about 2.1 billion dinars to Serbian municipalities during the first half of 2007.
Dinkić said that the draft, which the parliament is expected to discuss in June, increases the autonomy of the municipalities, which will regulate property taxes on their own. Dinkić said that local taxation agencies will also be formed next year voluntarily and step by step, with the option of asking the Central Taxation Agency for help and advice at any juncture.
Minister Dinkić added that Belgrade and Novi Sad will lose money with the new law, but that 99 Serbian municipalities will benefit. He also said that this form of financial distribution has worked successfully in Sweden, Norway and Switzerland.
