The Kosovo government said on Thursday it would neither annul nor renegotiate the agreement on the formation of the Community of Serb Municipalities.

"We will proceed with preparing the decree and the statute that will be checked by the Constitutional Court before they take effect," PM Isa Mustafa said, adding that in this way, there would be "no room to say" that the community was not in line with the Constitution.

He added that his government was interested in including "domestic and foreign experts, and also the opposition" in the drafting of these documents.

The court on Thursday ruled that the agreement was "not fully in accordance with the spirit of the constitution of Kosovo - especially the articles on equality before the law and fundamental rights and liberties," while Belgrade said it was demanding that all Brussels agreements be implemented in full.
