According to the Serbian Government's Office for Kosovo and Metohija, "councilors from municipalities with Serb majority requested constitutional and legal provisions concerning the number of Serbs in institutions and public enterprises on all levels to be respected, as well as adequate representation of Serbs in municipalities where Serbs do not constitute majority population."
In the conclusions, they "insist on the principle according to which their presence in institutions on all levels and selection of Serb staff is in exclusive jurisdiction of appointed Serb political representatives."
The councilors also called for protection of property and rights of the Serbian Orthodox Church and noted that new laws on issues of importance for the Serb community should be adopted only with the consent of appointed Serb representatives.
Serb List leader Aleksandar Jablanovic said on Wednesday that the Albanian side also had a share in the responsibility to set up a community of Serb municipalities (ZSO) in Kosovo.
Speaking at a meeting of representatives of Serb-majority municipalities in Gracanica, Jablanovic said that the Kosovo government should show a constructive approach and implement what it had signed in practice.
“We should not be looking at any new agreements before seeing that which has been signed implemented, and I hope that we will leave this meeting more united,” said Jablanovic, who was prime minister in the Kosovo government before Prime Minister Isa Mustafa dismissed him from his position as minister of returns in February.
Jablanovic was dismissed for branding a group of ethnic Albanians as “savages.” The group threw stones at and broke the windshield of a bus carrying displaced Serbs and prevented them from visiting the graves of their ancestors on the day before the Serbian Orthodox Christmas.
"We should all focus on one single goal and it should lead to not having any one city or town in KiM where Serbs cannot go to, to not having to observe Orthodox holidays under police escort, to letting people know where their ancestors’ graves are and to having the rights guaranteed to the Serbs on paper respected on the ground," said Jablanovic.
"Political conditions"
Director of the Office for Kosovo Marko Djuric said that members of the assemblies of the Serb-majority municipalities gathered in Gracanica on Wednesday to create the political conditions for setting up the community of Serb municipalities (ZSO).
The aim of the meeting is to see how the Serb communities in Kosovo will work together to resolve issues of importance to the local communities and how they will prepare development projects together, he said.
Djuric said that those goals were "reachable" and that they were not detrimental to Belgrade’s and Pristina’s efforts to find a formula for cooperation and a way to coexist.
“These goals and priorities concern the survival and future of our people in Kosovo and Metohija,” Djuric said, pointing out that the Serbs "wanted to elect their representatives in all Pristina’s institutions by themselves, rather than have them elected by somebody else."
If Albos are not in charge then who is? You mean Albos declared independence but they are not in charge. Then what do you have? Nothing? Is that why your Albanians are leaving Kosova in large numbers?
The so called Ahtissaari plan had the Albanians in charge, but in this new agreement it’s the tail wagging the dog i.e. in designing a horse a committee came up with a camel. You can tell yourself anything you like, but the EU’s plan is to get Belgrade to allow your Albanians to look for work in Serbia proper and to do that they are making many concessions to Serbs.
If you talk about honouring the agreement its Pristina that constantly balks at honouring it not the Serbs.

Never said Albanians were in charge, only that they were given their terms in 2008, now Serbia is given theirs. If you think either Albanian or Serbian PMs are actively participating in talks or negotiations you are not very smart. They are given what they must agree to and then time is spent trying to tweak it to where they can each go back and tell their respective groups how they won.
But you cannot name one thing that has come out of the Brussels agreement that was not covered in Ahtissaari and already agreed to by Kosovo prior to UDI. The thing is now they have to honor that agreement. Before they did not have to worry because Serbs would not agree to participate.

Of course, I think it makes perfect sense for a "community of municipalities", i.e. some sort of a province, region, or whatever to deal with services which are dealt better at a regional level vs a municipal level. It happens in almost all countries. The only thing is that any municipalities in Kosovo should be allowed to do this.

You are so funny, what the Albanians give up at the table is nothing more than what they gave up in 2008 in return for western support for their UDI. The talks in Brussels has nothing to do with Albanians having to "compromise". It is about forcing the Serbs to their knees in exchange for some glimmer of hope they will become EU members. Serbs have gained nothing from the Albanians that was not promised to them in 2008.
The talks that are in secret, are more about HOW the Serbs are going to present the terms to the people and have them accept it, not what the terms are.

Actually, Serbia is totally 100% impotent in that matter. It is not up to Serbia whether Kosovo joins or does not join the UN. They DO NOT in any way have the power to stop it.
The only thing blocking Kosovo membership in the UN is Russia and that is not because of any so called Serbian alliance, it is because Russia was forced to put its tail between its legs and run out of Kosovo in 1999 and show the world how weak it was. It is a matter of Russia thumping their chest, now to show power. Unfortunately Kosovo is caught in a test of wills of Russia versus the west. Even if Serbia recognizes Kosovo as a free and independent state tomorrow, Russia will not give up the Chess game, unless they are beat down to the weak level of 1990s. I wonder how long oil at 50$ a barrel it will take?

I don't know where BA has been getting their info on the brusssels agreement. It's posted on this site. Everyone can read about it. Pristina Albanians appoint the Serbs police commander. Serbs really have no say. Because the commander must be appointed by pristina they dictate who the Serbs nominate. Otherwise no Serb commander! But even with a Serb commander they must have an Albanian deputy. Their is no executive legislative judicial power for anything that will be a "ZSO". It's a club, a caucus, a fraternity. There is nothing that gives it any legal power at all. It has no role in governing anything. It's made up of Municipalities that have power. All the municipalities laws on healthcare on education must be in line with pristina Albanian law. All Serbs decisions are subject to judicial review by Albanian judges. This is why Serbs have no power. Serbs are only the front for Albanian powers. All the decisions have to match Albanian laws. All Serb power in Kosovo is abolished by Brussels when brussels is completely implemented. The Serb judges and prosecutors and lawyers - if there are any- must pass republic of Kosovo bar exam very soon. Must know Albanian law on every issue. Must work to have Serbs comply with Albanians laws.

I am super curious to know what you've read that makes you believe this, because nowhere in the Brussels Agreement does any of this come out. Even the Albanians who try to spin it to their advantage aren't as extreme in their interpretations as you repeatedly try to be. To join the eu Serbia agreed to abolish all Serb autonomy from albanaian government in Kosovo. Albanians appoint Serb police commanders who have albanian deputies, Albanian judges ultimately decide all cases, all laws are decided by Albanians. The community of serbian Municiplaities has no legislative judicial or executive powers. There has been a total destruction of Serb autonomy and of course with no power in any level of government Serbs will leave. This is what Serbia agreed to in Brussels.

Last I checked, the latest exodus from Kosovo (and there are many of them) are in fact heading towards Serbia Proper, but only to reach the Hungarian border before disappearing into Schengenland and using what little Serbian their parents or grandparents remember to communicate with the drivers for hire.

I don't know where BA has been getting their info on the brusssels agreement. It's posted on this site. Everyone can read about it. Pristina Albanians appoint the Serbs police commander. Serbs really have no say. Because the commander must be appointed by pristina they dictate who the Serbs nominate. Otherwise no Serb commander! But even with a Serb commander they must have an Albanian deputy. Their is no executive legislative judicial power for anything that will be a "ZSO". It's a club, a caucus, a fraternity. There is nothing that gives it any legal power at all. It has no role in governing anything. It's made up of Municipalities that have power. All the municipalities laws on healthcare on education must be in line with pristina Albanian law. All Serbs decisions are subject to judicial review by Albanian judges. This is why Serbs have no power. Serbs are only the front for Albanian powers. All the decisions have to match Albanian laws. All Serb power in Kosovo is abolished by Brussels when brussels is completely implemented. The Serb judges and prosecutors and lawyers - if there are any- must pass republic of Kosovo bar exam very soon. Must know Albanian law on every issue. Must work to have Serbs comply with Albanians laws.

That's what we've been trying to tell Pristina ever since they signed the Agreement in 2013 as well as the Ahtisaari Plan in 2007. But good for them being champions at stalling everything the international community puts in front of them.

You can tell yourself anything you like, but the EU’s plan is to get Belgrade to allow your Albanians to look for work in Serbia proper and to do that they are making many concessions to Serbs.

Serbs have no chance to survive in Kosova. The only reason for this is because they cannot live with Albanians wich are a majority in Kosova. And Albanians will never like them either.

To join the eu Serbia agreed to abolish all Serb autonomy from albanaian government in Kosovo. Albanians appoint Serb police commanders who have albanian deputies, Albanian judges ultimately decide all cases, all laws are decided by Albanians. But Serbs, like Albanians, are annoyingly resilient SOBs and fight tooth and nail to stay in Kosovo if only for 5 minutes longer than the last member of the other who just left. So despite all your efforts at trying to expel an unwanted group of people in a statelet you think you control, the international community has given its full support to institutional representation and empowerment of Kosovo Serbs.
Tell me, does your prediction of Serbs in Kosovo carry over to Albanians? Any young Albanian with financial means and skills staying around in the Happiest Place on Earth or are they looking for a one-way ticket out of this Balkan Backwater? How many Albanians in Presevo believe in the cause too? Or does economic opportunity elsewhere pull all young people to move?
Last I checked, the latest exodus from Kosovo (and there are many of them) are in fact heading towards Serbia Proper, but only to reach the Hungarian border before disappearing into Schengenland and using what little Serbian their parents or grandparents remember to communicate with the drivers for hire.

That's right. And the ZSO is not claiming RS veto powers over life in Kosovo - only over matters pertaining to their own municipalities, which will be coordinated in an autonomous institution. Nothing as drastic as you say. Try actually reading up on ZSO.

I am super curious to know what you've read that makes you believe this, because nowhere in the Brussels Agreement does any of this come out. Even the Albanians who try to spin it to their advantage aren't as extreme in their interpretations as you repeatedly try to be. You have any proof the rest of the world doesn't know or is this just your interpretation? :)

Of course, I think it makes perfect sense for a "community of municipalities", i.e. some sort of a province, region, or whatever to deal with services which are dealt better at a regional level vs a municipal level. It happens in almost all countries. The only thing is that any municipalities in Kosovo should be allowed to do this.

Actually, Serbia is totally 100% impotent in that matter. It is not up to Serbia whether Kosovo joins or does not join the UN. They DO NOT in any way have the power to stop it.
The only thing blocking Kosovo membership in the UN is Russia and that is not because of any so called Serbian alliance, it is because Russia was forced to put its tail between its legs and run out of Kosovo in 1999 and show the world how weak it was. It is a matter of Russia thumping their chest, now to show power. Unfortunately Kosovo is caught in a test of wills of Russia versus the west. Even if Serbia recognizes Kosovo as a free and independent state tomorrow, Russia will not give up the Chess game, unless they are beat down to the weak level of 1990s. I wonder how long oil at 50$ a barrel it will take?
But don't feed the ego's of Serbs by letting them pretend they have power that they simply do not possess.

Never said Albanians were in charge, only that they were given their terms in 2008, now Serbia is given theirs. If you think either Albanian or Serbian PMs are actively participating in talks or negotiations you are not very smart. They are given what they must agree to and then time is spent trying to tweak it to where they can each go back and tell their respective groups how they won.
But you cannot name one thing that has come out of the Brussels agreement that was not covered in Ahtissaari and already agreed to by Kosovo prior to UDI. The thing is now they have to honor that agreement. Before they did not have to worry because Serbs would not agree to participate.

You are so funny, what the Albanians give up at the table is nothing more than what they gave up in 2008 in return for western support for their UDI. The talks in Brussels has nothing to do with Albanians having to "compromise". It is about forcing the Serbs to their knees in exchange for some glimmer of hope they will become EU members. Serbs have gained nothing from the Albanians that was not promised to them in 2008.
The talks that are in secret, are more about HOW the Serbs are going to present the terms to the people and have them accept it, not what the terms are.
Apparently no matter how much a Serb travels the world, no matter how much outside education they receive, they will always have this inherent disability of never "being able to see the forest for the trees"
Brussels is nothing more than getting the Serbs to eat their broccoli by telling them it is chocolate cake. Nothing more, nothing less.
