Another daily, Blic, writes that Serbian officials will once again ask Pristina to fulfill its part of the obligations stemming from the Brussels agreement during the next negotiating round at the EU seat.
According to this, PM Aleksandar Vucic will "insist" that the SZO is formed and operational, and that the organization has executive powrers instead of serving only as "fake decoration" in the province.
The newspaper notes that Albanian leaders in Kosovo had "signed that obligation" as part of the coalition agreement they have with the Serb List.

Serbian municpalities have no powers Albanian Municipalities don't have. The csm has no powers on its own. It's a club. I never said Serbian municipalities don't have powers they just aren't given any special powers and certainly can't form a form a government in the csm. Serbia agreed the csm would have no executive judicial or legislative powers. Those powers are only for federal government and municipalities.

Yes and those municipalities have powers according to Ahtisaari Plan, and through decentralization Pristina signed away more powers. They have ZERO authority in the north and gave up their authority in Serb areas in the center and south. Why else would Albin Kurti be protesting so much. Most of this stuff is choreographed by both Serbs and Albanians. No one in Belgrade wants to be in power when Belgrade "recognizes" Kosovo is no longer a functioning part of Serbia even though plans were made years ago to give Serbs in Kosovo functional autonomy. And no one in Pristina wants to be in power when ZSO formally gets those powers in exchange for Kosovo's EU candidacy to be considered as a territory instead of a sovereign state. Funny how now Vucic makes the condition of "executive authority" (as if that wasn't part of the deal) as a way of getting Serbs to participate in Kosovo's political apparatus.
I almost have to admire the coordinated and choreographed maneuvering both sides take to placate their own constituencies.

Not only that but some future Belgrade mayor turned prime minister will sign along with some future Prishtina mayor turned prime minister, a document of friendship promising not to go to war, attack, or even hamper each other's progress. Then Serbia will be an EU member and Kosova will be there about 2 decades later. UN membership maybe in 50-70 years if ever. In the meantime enjoy the circus.

There are 235,000 Serbs who were ethnically cleansed during the war. If they had conditions to come back at the same time that hundreds of thousands of Albanians are leaving, that would already significantly alter the demographic makeup of Kosovo-Metohija.
