"We consider Serbia's request grounded from the legal and political point of view. The situation in the country has changed cardinally compared to 1993. Legal institutions have been formed. The civil society is being built. The rule of law is being strengthened. We back its request by taking into account Serbia's corresponding guarantees," the Russian ambassador said.
The persons convicted by the ICTY are serving sentences in prisons across Europe, including Austria, Britain, Germany, Denmark, Italy, Spain, Norway, Sweden and France.
Former UN secretary-general Boutros-Boutros Ghali recommended that ICTY convicts should not to serve sentence in the countries of the former Yugoslavia where at the time the war was still raging.
Serbia has requested form the ICTY on a few occasions to have its citizens serve sentences in Serbia, but this request was denied for fear of heroization of inmates, the Russian agency said.

I'm sure they would prefer civilized institutions like the ones you suggested, if they had a choice, compared to the sadistic extermination camps such as Croatian Jasenovac, where many of their parents or extended family may have suffered the most barbaric and hideous treatment known to mankind.

Better idea the cute criminal Serbian hero's should serve their time in Mexico and central America or maybe in darkest Africa. Heck they could be housed on a less then a euro a day big savings to boot. I know the brave Serb hero's will be crying for mama every night with not even a pillow to cry into a so sad big Jose will comfort them.
