    Yes, “EULEX will fully respect Security Council Resolution 1244 (1999) and operate under the overall authority and within the status-neutral framework of the United Nations,". Indeed, EULEX is making sure that UNMIK regulations of 1999 to collect customs taxes for goods entering Kosovo are implemented.

    Now, if the Antisaari plan says, for example, that Roma citizens of Kosovo cannot be discriminated, EULEX can't follow Vuk's advice to discriminate them so that no part of the Antisaari plan is implemented. Vuk is so terrorized from this Antisaari plan, that he would like to see citizens of Kosovo of all ethnicities die in agony rather than having any part of tne Antisaari plan implemented to help them.

    They don’t need to negotiate anything. They can govern themselves already because they have that right under Kosovo’s Constitution. What do you want them to negotiate with Pristina ? Something they have already and that Pristina can’t take away because Kosovo’s Constitution can’t change without the consent of the Kosovo Serb citizens.

    Read carefully the presidents statement from 11/2008 on the report by the UNSG and the invitation for EULEX. You will note that it "welcomes" the report by the UNSG does not "Adopt" anything and at the time it was decided to invite Eulex via Presidential Statement as the council could not reach an agreement on any type of resolution:
    "At the 6025th meeting of the Security Council, held on 26 November 2008, in
    connection with the Council’s consideration of the item entitled “Security Council
    resolutions 1160 (1998), 1199 (1998), 1203 (1999) and 1244 (1999)”, the President
    of the Security Council made the following statement on behalf of the Council:
    “The Security Council welcomes the Secretary-General’s report on
    UNMIK (S/2008/692) dated 24 November 2008 and, taking into account the
    positions of Belgrade and Pristina on the report which were reflected in their
    respective statements, welcomes their intentions to cooperate with the
    international community.
    “The Security Council welcomes the cooperation between the UN and
    other international actors, within the framework of Security Council
    Resolution 1244 (1999), and also welcomes the continuing efforts of the
    European Union to advance the European perspective of the whole of the
    Western Balkans, thereby making a decisive contribution to regional stability

  5. There is information concerning this matter on the Internet, and if People Type the words United Nations Six Point Plan for Kosovo into an Internet Search Engine, then they will find much information on this matter.

    If the Six Point Plan allowed Pristina to have Albanian Custom Officers at of Brnjak and Jarinje in November 2008, then they would not have waited 3 years, and Kosovo signed the Central European Free Trade Agreement as Kosovo-UMNIK, meaning that there would be no Customs Money to Collect, but bribery and other types of Corruption are always possible for Customs Officers.

    The UN Security Council on Wednesday 26th Nov. 2008 in New York unanimously adopted the UN secretary-general Ban Ki-moon's report on the reorganization of the civil mission in Kosovo. Ban’s spokesman Brenden Varma told B92 earlier today that the secretary-general’s report welcomes the positive outcome of the talks on the six points of the UNMIK reorganization and Belgrade’s decision to accept the agreement.

    Analysts in Priština have noted, that accepting the 6-point-plan for would mean that the Kosovo officials would formally lose their sovereignty over North Kosovo, though this sovereignty does not exist essentially. One could think that latest UNSC decision does not change anything. My opinion is that some change will come and that decision opens also new possibilities for future status arrangements. The follow-up could include following aspects: The immediate impact will be that finally EULEX rule of law mission can be deployed throughout Kosovo. This means that some 2.000 experts is coming to secure his sector in Kosovo and hopefully also to make develop local capacities.

    International administration today in protectorate is a big mess – International Community Office, Eulex, EU Kosovo delegation and Kfor are twisting arms who is doing what and where, in addition there is a group of other powerful actors such as OSCE and liaison offices of foreign countries. The decision streamlines international administration and chain of command at least partially. The local administration will coordinate with internationals in Albanian majority regions and with Serbia in Serb dominated regions. However if the local stakeholders want administer more themselves without international supervision now they have possibility to negotiate future status between Pristina and Belgrade and without artificial time limits.

    If Pristina and Belgrade want Kosovo to be more than UN protectorate forever they can now adopt some of countless amount of different territorial autonomy models, develop a totally new one between themselves or agree some partition of Kosovo. One could predict that what ever compromise or outcome will mutually be agreed it will also be accepted in UN and other international bodies. UN decision clarifies situation which escalated by Kosovo’s Unilateral Declaration of Independence. This came in right moment before Kosovo would developed to next “failed or captured state”. Probably also local population in Kosovo has noticed during short independence experiment that for state more is needed than only flag and anthem. Now – when e.g. EU still is pumping money to province – is time to build own administrative capacity, hopefully democratic practices and sustainable economy. As UN protectorate – even formally still as one province of Serbia – and by backing of EU funds the population in Kosovo has leverage peacefully, without time limits and predicted outcome to develop its autonomy and next future status.

    So the Serbian government has realised this just now? At least Kostunica has known about this for years and was actively resisting it. Tadic and his sellouts like getting constant slaps across the face. It is no wonder the Serbs in KiM have taken matters into their own hands while being guided by the opposition. The game has changed and it seems NATO and EULEX are confused. Their strings have been cut and the puppets don't seem to work.

    The Fact that the European Union cannot keep their Written and Signed Agreement with regards to these two Inspection Gates of Brnjak and Jarinje, then only an idiot would believe them with keeping any other promises, either written or signed, or just verbal agreements like joining the European Union.

    Intelligent Countries and Serbia should make sure they get any Agreements with the of in Writing along with a Billion Euros as Guarantor for each Written Agreement made by the European Union to any Country in the World.

    And where would this written and signed document be? Surely some agency has a copy of it to post?? The 6 point plan (which was never adopted by anyone and was adamantly rejected by EULEX prior to and during its deployment) states that all of Kosovo is to be a single customs unit. It says that international agents are to be stationed there immediately(11,2008 following the other peaceful demonstration of Serbs that burned them to the ground) it does not say that this was to be a permanent situation or that Kosovo Customs were NOT to be placed there. It does say that taxes were to be collected at the site and discussions were to take place on how these funds were to be spent with "some" appropriately going to the development of the local community.

  8. The United Nations Six Point Plan did not Guarantee the End of All Crime in the Balkans, and no Place is more Criminal and Corrupt in Europe than Mafia Controlled South Kosovo, that is known as the Black Hole of Europe, and the White Elephant of Europe.

    We know that Britain, America, and Germany have their Criminals working for them in Serbia and Kosovo, and these Criminals are in those Governments, and among the Ordinary Citizens, in order to help American and the Nazis of Europe achieve their Evil Schemes.

    Crime in the Balkans will reduce after America and the Nazis of Europe stop Funding and Threatening Criminals to do their Bidding in order to have the Media Headlines they need to achieve their Evil Schemes.

    EULUX is supposed to bring Law and Order to North Kosovo and South Kosovo, but they cannot even bring Law and Order to themselves, because they are Lawless.
