In order to ensure their lawmakers do not leave to join others, a majority of parliamentary parties have introduced the signing of blank resignations. All parties claim that they trust their officials, even though most, including the Democrats (DS), G17 Plus and the Democratic Party of Serbia (DSS), have collected their signed blank resignations. Parties enforce discipline with blank resignations “Considering that we are a young democracy, and are a greatly immature democracy, and face many temptations – the question of forming a tight majority, and then tackling huge job ahead with such a majority, there is also the necessity that this majority is not obstructed by individuals, who might via various means separate themselves,” DS whip Nada Kolundzija explained. The Radicals have also encountered instances in which they were left without some parliamentary seats, and are now using blank resignations as well. “Our MPs and even councilors will all take their oaths in a church. [The blank resignations] are not about efficiency, but about avoid manipulation of the will of the citizens who went out and voted for a ticket. That is what guides us in this case,” SRS official Dragan Todorovic said. But the LDP has decided against the practice. “We expect these people to behave in the parliament as they have behaved their entire lives. Our policy comes from our convictions, which are personal. The fact is that we have achieved a lot together and that there is absolute trust within our group of officials. On the other side, the feeling of responsibility towards personal freedom is something that cannot be infringed upon,” leader Cedomir Jovanovic said. Article 102 of the Constitution says that a member of parliament is free to, under conditions determined by law, unconditionally put his/her mandate at the disposal of the political party that nominated him/her.
