NATO has assessed that the transformation of the Kosovo Security Force (KSF) is a question for the Kosovo authorities.

The KSF s also described as "a professional, multi-ethnic force, and a source of regional stability," Beta reported.
This comes as the government in Pristina approved a draft law "to gradually transform the KSF."
Previous intentions to turn the KSF into an army have been opposed by Serbia, the Serbs in Kosovo, but also "failed to win support from Kosovo's Western partners," Radio Free Europe said.
The US embassy in Pristina reacted now by saying it was "not consulted on the timing of this announcement” and will have to "analyze the draft laws to understand their purpose and effect."
"The United States has always supported Kosovo's sovereign right to an army and has worked closely with Kosovo on how to achieve this. We have counseled a deliberate approach that keeps Kosovo in sync with our NATO Allies on this important step. We were not consulted on the timing of this announcement and will have to analyze the draft laws to understand their purpose and effect," the embassy said, concluding:
"We have been focusing our efforts the last several weeks on building a domestic consensus for the important Dialogue with Serbia. We continue to believe that normalization between Kosovo and Serbia is the most important step for progress in the immediate future."
First of all, not all KiM citizens agree, don't forget, and as much as it kills you, there is a minority Serbian population that disagree with your psuedo-constitution.

The clauses from Ahtisaari package, go above and beyond minority rights (what do minority rights have anything to do with the ability to block the creation of the army), and that deal also includes the inviolability of Kosova's borders. And mind you, talk about changing Kosova's borders came after John Bolton became POTUS' NSA. If the deal is not valid for one, is not valid for all. Ahtisaari's package is not a salad bar where Serbia gets to pick what they want and what to leave. You're deluded if you think that Albanians will stick to the rest of the Ahtisaari's package if borders are changed.

What reality? There's no agreement on exchange of territories, just ideas of Vucic and Thaci, vague and short on detail - exactly because there is no agreement!
More likely than not, if there ever was an agreement, it would have to be put through a referendum to change the constitution as well, to remove the Ahtisaari clauses, since they would be replaced by the new agreement. So, yeah, veto rights, guaranteed seats in the Parliament, excessive rights for the Church, Serbian as official language, 3k people municipalities of Klokot and Partesh. etc, etc, they all would have to go.
There either will be the multi-ethnic solution (Ahtisaari), or a mono-ethnic solution (exchange of territories) and US, EU and Serbia as well would have to get on board with one or the other. If Serbia wants Ahtisaari, it would have to recognize Kosova as is; if they want exchange of territories, extra rights go out of the window as well.

They have two examples nearby, BiH and Croatia.
In the BiH model the country got itself a Serb Republic and is now hopelessly going nowhere.
In the Croatian model a strong army was formed and the border problems were solved in a few days. Now 23 years later BIH is in the same position it was in 1995 and Croatia is in NATO and the EU.

The clauses from Ahtisaari package, go above and beyond minority rights (what do minority rights have anything to do with the ability to block the creation of the army), and that deal also includes the inviolability of Kosova's borders. And mind you, talk about changing Kosova's borders came after John Bolton became POTUS' NSA. If the deal is not valid for one, is not valid for all. Ahtisaari's package is not a salad bar where Serbia gets to pick what they want and what to leave. You're deluded if you think that Albanians will stick to the rest of the Ahtisaari's package if borders are changed.

What reality? There's no agreement on exchange of territories, just ideas of Vucic and Thaci, vague and short on detail - exactly because there is no agreement!
More likely than not, if there ever was an agreement, it would have to be put through a referendum to change the constitution as well, to remove the Ahtisaari clauses, since they would be replaced by the new agreement. So, yeah, veto rights, guaranteed seats in the Parliament, excessive rights for the Church, Serbian as official language, 3k people municipalities of Klokot and Partesh. etc, etc, they all would have to go.
There either will be the multi-ethnic solution (Ahtisaari), or a mono-ethnic solution (exchange of territories) and US, EU and Serbia as well would have to get on board with one or the other. If Serbia wants Ahtisaari, it would have to recognize Kosova as is; if they want exchange of territories, extra rights go out of the window as well.

The Albanians in Kosovo have to decide how to solve this problem themselves.
They have two examples nearby, BiH and Croatia.
In the BiH model the country got itself a Serb Republic and is now hopelessly going nowhere.
In the Croatian model a strong army was formed and the border problems were solved in a few days. Now 23 years later BIH is in the same position it was in 1995 and Croatia is in NATO and the EU.
