This is according to a survey dubbed, "Student Migrations," carried out by the cabinet of the Serbian minister in charge of demographics and population policy, Slavica Djukic-Dejanovic.
According to her, "the most drastic" piece of data to come out of the survey is that a quarter of those who said they plan to leave are resolved to do so - and no measure the state might take to incentivize them to stay would make any difference.
As for the survey's goal - the minister said it was to "gather all relevant data in order to create concrete measures and stimulative activities in order to keep young people in Serbia."
A total of 11,013 students currently attending Serbia's state and private university-level schools took part in the poll. Of those who plan to leave, 24 percent would like to move to Germany, followed by the United States (11 percent), Switzerland (10.7 percent), Austria (8.7 percent), and Norway (6.3 percent).
Djukic-Dejanovic also said that the average age of "youths" leaving Serbia is 28.5 - and that one in four of those have received higher education in this country.

These are very sad statistics. They also show that Serbs have lost their pride and sense of patriotism. To emigrate to Germany is especially sad, for historical reasons. I only hope enough educated Serbs will find a reason to stay. But if the economic and political climate gives young people no hope, how can they be blamed?

Azirq, I was not born in Serbia and have never lived there, but my dad is a Serb. Now I never said that Serbia was “magnificent” since the west destroyed its economy and Belgrade must start from ground zero, but it is now in the process of rebuilding it. At the current levels of investment in Serbia things will turn around completely within the next few years – I say anywhere from 3 to 5 years at most. In fact, there will be a shortage of labour within Serbia in the next 3 years.
The west destroyed the Serb economy and now they must rebuild it – simple as that. It’s not just the west that is investing; there is also the east.
Now how many want to leave from Kosovo or Albania? Everyone from university graduates to local farmers. If the EU opened its doors to Albos from Kosovo it would empty overnight. You Albos have created such wealthy state that no one want to invest a cent LOL.
Now why you leave Albo paradise aka Kosovo to clean restrooms in west?

@ azirovic - This economy of Srbija still needs a lot of work and investment, but it definantly getting better and better. It is FAR from this "hellhole" you describe...that would be precisely what our southern province KiM has become ever since it's occupation by Albanian fiends, supported by superior outside forces....
