Brnabic also pointed out that she hopes a proposal of constitutional reforms will be sent to the Venice Commission in January, "which is the condition for this chapter and the basis for everything that should be achieved in this chapter."

"Chapter 24 is easier than Chapter 23. In Chapter 23, we are late with some things, because we are working on the issues that are most important - and these are constitutional reforms," Brnabic told reporters in Belgrade on Wednesday.

She added that last spring, a broad dialogue with NGOs, prosecutors and judges was launched and that the Ministry of Justice was "doing all of this."

According to Brnabic, constitutional reforms are a condition for Chapter 23 and the basis for everything that needs to be achieved in this chapter.

"I hope that we can send the first proposal in January to the Venice Commission," the prime minister said.

This will, she said, be in the focus of the government in 2018.

Brnabic recalled that on December 1, a public debate on the Bill on Personal Data Protection was launched and will last until January 15, and that the draft Bill on Free Legal Aid has been completed.
