"“Serbs are autochthonous and constitutive people in all countries of the former Yugoslavia ..."

You might think that the Communist-era terminology could be dispensed with after all these years. A "constitutive people", no less? As opposed to a despised minority, I suppose? While Serbia, for its part, is the homeland of the Serbs and other "peoples" who are magnanimously allowed to live there as well? (As long as they know their place, of course.) In any case, it would be better to stay away from "autochthonous," which only reminds everybody that the Slavs are late-comers to the Balkans. Or do you want the Albanians in the South arguing that as the autochthonous inhabitants of the country, they deserve a special status in the Serbian constitution?

So just what is the plan? That organized communities of Serbs throughout the region start acting as voting blocks in their countries to support Serbian objectives? This is certainly not going to do much for neighborly relations. And if the EU gets the idea that Serbia has plans to do the same with its immigrants in their countries, it might not do much for Serbia's plan to join that happy band.
