The fate of Northen Serbians have been sealed by Thaci and Dacic.Nikolic and Haradinaj will join the dialogue later in order to be easy to sell the deals to ordinary people in buth countries Kosovo and Serbia.
Serbs in North will get economic authonomy(Ahtisari plan with a different name) ,Kosovo gonverment will except ilegal mayors as legitime,also will accept serbian infulence in North on education and heath in exchange of northen serbs to accept Prishtina as their capital and Serbia not to block Kosovo to entyer in UN.
Everybody wins,except extremists!

This is why anglo-saxons rule this planet. Serb and albanian nationalists are forced to sit down,to sign something that the public shouldn't know,but that will screw their people one way or the other and then go back to their respective countries and sell it to their people as an achievement. Dacic claims he protected the interest of Serbia and Thaci claims he did the same for Kosovo.

Serbia is not in a position to block anything at all, but Russia (and China, probably) will do it, unless a final, mutual agreed solution on Kosovo has been reached.
But as long as politicians in Pristina try their best to create the illusion that with the UDI the status has been solved and Kosovo is a state like 193 others in the world, this cannot happen.

Anyway, agreements like that are surely a progress, but I only wonder which side will be the first one to change it and add new conditions.

The important part for Kosovo is that it is independent from Serbia and there is no dispute about that (even Serbia admits it). Regarding whether Kosovo is a state like 193 others, we can debate all day if you want for academic purposes :) but it's not something that people in Kosovo would care much about.
