Serbs in the north have direct connection with Serbia. Serbs in the south do not. They are surrounded by hostile albanians and rather than leave have chosen to collaborate. Serbs in the north do not have this. Serbs in the north will never act like the serbs in the south. Serbs in the north are not surrounded by Albanians and live in Serbia.

So the condition of EU which Serbia didn't understand was to continue dialog with Prishtina regardless of curcumstances.
