United Nations Security Council Resolution 1244 is the agreed upon framework for the Kosovo issue. It clearly states that Kosovo is an autonomous province. It passed unanimously with only one abstention from China, which does not recognize Kosovo anyway. As long as Belgrade, as the successor government of Yugoslavia, does not recognize Kosovo, it is unavoidable international law and Kosovo cannot be legitimately independent. That is the obvious reason as to why there is such great pressure on Belgrade to recognize Kosovo, because as long as they don't, Kosovo is by definition outlaw. Belgrade and Dacic know this, and they are proceeding accordingly. Ultimately, the EU cannot make Kosovo recognition a pre-condition for EU membership for Serbia because the EU and UN doesn't recognize Kosovo anyway, and they can't for the foregoing reason. Thus, these talks are not harmful at all to the Serb position. A compromise short of independence is the only conclusion possible, and that will be the result.
