I agree these are broken record statements. Saying you don't want a frozen conflict in Kosovo is implicitly recognizing Kosovo independence. Kosovo is obviously not under Serbia's control right now so trying to move past that fact and not freeze this conflict says the Albanians win.
What the West or nobody else will tell Serbia is a frozen conflict strongly increases Serbia's chance to one day again to defacto control what is legally its. Now we cannot do much because of foreigners with no moral reason to be in the Balkans call the shots. But that was a lot more apparent 20 years ago when the wars started. It has waned since then and will wane even more in the next 10 years.
Until then freeze and rebuild the rest of Serbia. Kosovo Albanians probably wont freeze and no snowballs chance in hell are Albs going to rebuild the Kosovo they love so much. It will stay a black hole in Europe until it is not sustainable anymore.

Let's see if those models work for Presevo Valley and Sandzjak and then we try them on N.Kosovo.
