However, Feith will remain the head of the International Civilian Office (ICO) in Kosovo.

The role of EU representative and head of ICO are being split? Sounds good to me.

Since the EU cannot agree over sovereignty and independence, stepping back to a more realistic compromise is the only way to achieve long term stability. If they attempt to push through the flawed agenda they'll end up with another BiH.

Lehne really would not be a good choice for EUSR at this stage. He carries far too much baggage, especially for the Serbs. (Also it is not perhaps the wisest move to have both Bosnia and Kosovo under Austrian diplomats.) If the EU wants to win over the Kosovo Serbs, especially those living in the south, it really needs to appoint a more neutral figure who is perhaps fresh to the whole situation and can start with no prior perceptions of bias.

Then again, maybe Brussels doesn't even want to bother reaching out to the Serbs, especially those in the north. Perhaps it has just accepted that they will be managed via their representative in Belgrade. In this case, Lehne is an ideal person to work with the Kosovo Albanians. They will definately see him as being on their side.
