Szemi, believe me, the 1000 RSD is not a problem if I work "on-line" for my company in California. The problem is the shame you feel for such policemen.

But as I wrote, California and Austria have their share of corrupt cops, too. So this is not somewhat we can attach to Serbia as local "speciality".

You meet a corrupt cop, that's SOL, you try the way you can. In Serbia that is "negotiating", in California you think immediately what you should do on the spot to secure a favorable decision from the CORRUPT traffic court judge. More tough but doable.

In Austria you assume any "friendly" cop has a malicious intent and you should refuse to sign anything what you cannot understand or - better - learn German.

What you don't do is to physically assault the cop, even if he is 100% wrong. To do so you need to be a first-class idiot, like these two.

Respect for police officers must be restored,not only in the Bujanovac region but throughout Serbia.
Especially Albanians should know that their tribal instincts will not be tolerated in Serbia and that they will have to behave according to the law while they will live in Serbia for a few years to come.
I hope these two perpetrators get a high sentence.

I fail to see, sorry. I am asked to pay 30000 RSD for "foglights". This is clearly a malicious intent. I did not OFFER bribes. I only told him, there is no way I would pay that much. Next half an hour the topic was "how much to pay", the amount going steadily down. At the moment it did reach 1000 RSD the MUP guy was unwilling to go lower. That's it. I am 100% sure, it is a bribe and I am 100% sure what he did was illegal. I did see such things quite a few times, it does not happen often with me, but I see what I see.

Denying that has nothing to do with the usual things (1244, etc.), just the opposite. There is definitly a problem with police and corruption.

Yes, there are enough of them out there and my mechanic told me, the cop was 100% idiot and he should know. Ever seen physics Nobel Price winners working for MUP? Besides, that's his job to know all kind of car models and specifications. If he does not know, he is poorly trained and no excuse.

Given the sentence, obviously that wasn't the case. I never seen a SINGLE Albanian (or Serbian, or Gypsy if it does matter) tractor which was 100% traffic-safe. Any cop can find quite a few irregularities, beginning with the load size and ending with (lack of) properly used lights.

Given my experience and the sentence what happened was probably a minor stop, MUP wanting to get paid and Albanians going postal on that.

I dont know and i dont care to find out about the two specific clowns enroute Gnjilane with somebody else's sheep in the tractor but the cops would've been either prasinari or one of them multiethnics or as i call them multiethniacs, or multiethnivars, or multiethnicovarians :) well trained? trained at all? no idea.

I have a cheaper trick when it comes to paying fine.As a student and for some years later I often worked as an interpreter in FBI academy or Dunakeszi Police Dog Training Scholl (at that time the best in the world.I worked with leading police officers from all over the world and had a lot of photoes taken with them as well as got several visit cards.
These things are always there in my passport.Also when I travel somewhere by car or motorbike(riding it I can usually escape cause police cars are much slower,if you see the guy riding a powerfull yellow Suzuki on M3 during summer nights between BVSC swimming pool and Mogyorod that is me),I check the names of some important current police leaders of that country.Recently I was stopped between Kraków and Warsaw telling policmen that I was in hurry for a conference orginized in Legionowo police camp near warsaw.The guys saw some photos in my passport told me to be more careful and said goodbay.And similar tricks work everywhere .I am taken for an influential collegue everywhere.

Very similar thing happened with me and you do not need to be Albanian. The difference was merely the outcome because I am not an Albanian highlander, just a Hungarian-Russian lowlander with different mindset.

In the evening of September 17 I was returning from Pristina, more precisely Gracanica. At first I had a little unfriendly conversation with KPS because I forgot to turn on the lights and it was already dark. They did not proceed further demanding any money - probably impressed by the fact, my plates are US domestic plates. Or maybe KPS won't bother foreigners. Or maybe they decided, the problem is very minor.

Few hours later I was stopped near Čačak / Чачак. It was dark, I used both regular lights and the dim foglights. The perpetrator was the MUP. The reason they stopped me was "officially" that the policeman felt, he is blinded by my lights. However, that idiot should know that the US domestic cars have lights with different angle and it feels different.

He asked first for 30000 (that is, THIRTY THOUSAND) RSD. A pretty ugly conversation did follow and at the end I paid 1000 RSD. I am not Albanian, so I begun to negotiate. To tell the truth, I would like to assault that guy tough and kick his rear. But I know, that the consequences will be even more expensive than RSD 30000. So I did what is custom in Hungary and Russia: bribe the bastard to let him go away.

He, of course, soon realized that he is "safe" because in my US passport there is a remark "birthplace Russia" and I spoke Russian with him. With "true" Americans he probably would be more cautious because they (MUP) know, the "true" Americans are less likely to go into bribing games. He would probably proceed worse - he was talking about taking me to "sud" (court) before looking into passport with more details.

Nevermind, he was wrong to begin with.

Now your "highlanders" probably just went ballistic. What I can imagine, there was probably some little irregularity with their tractor. And MUP wanted to play the same little game. Instead of swearing and paying these greedy bastards off (like everyone else) your highlanders did what I would love to do, but did not dare: kick their butt literally.

And as we see, the result was more expensive than 30000 RSD.

Sadly, these 10 Euro / 1000 RSD ugly things are part of the life if you are driving. Be happy, it's Serbia/KosMet, not Ukraine where the corruption in the police is much higher than in MUP or KPS. The correct strategy is to complain, you don't have much money. Assaulting them will cost much more. But the entire procedure is very embarrassing.

To comfort everyone: in "highly developed" countries things could get even worse. Three times I met corrupt police in the States. At the end I paid only once and cleared myself in the court twice. The expense in time and energy was much more than 1000 RSD.

There is an infamous point in Austria, near Schwechat. The local police is on hunt for foreigners. They would let them sign a paper that they resisted the police. Once they sign, the Austrians would demand 1000 Euro and impound the car till 1000 Euro is not paid. It became a consular issue, but so far Hungarian embassy could not do more, just warn the motorists - because on the paper everything looks legal: resisted the police, acknowledged it, so 1000 Euro fine is justified.
