I am puzzled by this economic policy. In my opinion it is an essential part of an healthy economic policy to "clean up the garbage". Otherwise you end up with something similar as Japan's lost decade.

In the case of Serbia, those blocked accounts are certainly part of the garbage. They should not allowed to linger. Similarly there is the problem of companies that have come in trouble by the changed exchange rates. Liquidity may help in some cases. But in other cases the only sensible thing to do is a fast bankruptcy and restructuring.
