Maybe, but the bottom line is that EULEX remains status neutral (and not even your precious Feith can change this fact).
EULEX can collect vehicle info to prevent illegal activities such as contraband goods -- I don't see what's wrong with that. The report mentioned that the info collected will be given to BOTH Serbian and Albanian authorities.
Last but not least, "Kosova" really can't claim to be independent until 2 conditions are met:
1. It is in the UN (impossible I would say in today's realpolitik)
2. "Kosova" authorities rather than EULEX (which is status neutral) is running Checkpoints 1 and 31! But you are not even allowed by EULEX to do this!

At Merdare, probably. I will check out in person what is the situation in both Serbian-controlled and Albanian-controlled Kosovo sometimes in Summer and report, what I see.
