120 day 'transfer period' is a piece of fiction invented by 'brussels' after failing to get approval from UN earlier. And is no such proviso in UN resolution 1244 which currently governs Kosovo's status.
Any transfer from UNMIK to EULEX must be authorised by UN Secretary General who can only do so with approval by UN Security Council.
And Russia will veto any such move.
If 'brussels' goes ahead without approval anyway, then K-serbs are free to ignore EULEX as it will be illegal.

I don't agree, this "issue" will be dealt by the EU since it is a EUROPEAN affair. Furthermore the EU block will not ask how Russia feels since Russia is not part of the EU. Russia is its' own continent..remember?

Spain is one country! Whether it stays in or out of EULEX that is for it to decide. That does not mean that other countries will abstain from sending in Kosova their own experts as part of this mission. And if not than Kosova is already a republic, so it can do without EULEX too.
not sure which part of the article you misunderstood but it seems that at the end of transition period of 120 days Spain, your protector of International law will participate with the EULEX msion and recognize Kosova's independent.
