Indeed Russia can't keep providing free airplanes to Serbia. The long term solution for Serbia is to buy large volume Russian IL-76TD-90(or An-70 or Be-200) aircraft to use for their own needs and keep them in the national Emergency Ministry inventory.

This is interesting but certainly Russia will not
be supplying firefighting
services for free forever.
Somebody's got to pay to put
big airplanes into the air.
If Stavros Dimas has his way
and the EU emerges as a disaster-responder, then perhaps disaster response will
be better-organized.
It should be noted that the
last two times Russia has made
offers to provide free IL-76
waterbomber firefighting
they've been turned down:
(a) Indonesia's multibillion HAZE of '97-98 - per ReliefWeb
records
(b) Los Alamos, New Mexico, Y2K - per two (2) articles,
both entitled "Too Proud";
one from the US and the other
from Russia.

There are so many aspects of this story that defy logic I would like to nominate it as the exemplary Serbian Story of the Year.
Jat owns six water bombers. Instead of having them put to use when they were needed, executives at Jat put so high a price on their use that a) they weren't used b) Jat's ownership of them generated absolutely no income and c) the fires kept burning. Keep this in mind when you next board a Jat flight where the ticket prices are in excess of 300 euro and the plane is two-thirds empty: this is the Jat Business Model (tm). Forget that Jat is in fact government owned and as such a directive from the government would surely over-ride such a bone-headed pricing request from Jat management.
Privatisation cannot happen fast enough in Serbia: if nothing else, there are a lot of idiots whose party membership has let them ride the gravy train for far too long. What a farce.

Since this was so much lower than the millions in damage the government should have paid it. The government is paying more than this to help Greece. The rate JAT asked does not seem that excessive due to the costs of jet fuel and pilot salaries. However, I think they should lower it when it comes to helping one's country. There should be ongoing negotiations with them in case of future fires.
