European Union foreign policy chief Federica Mogherini "has continued to treat Kosovo as a state," Beta is reporting.

EU foreign policy chief "treats Kosovo as state"

Mogherini "marked Kosovo as one of the countries she visited" on the official page about her six-month activities.

The graphical representation "accompanying this news" shows the flags of the U.S., Serbia, Bosnia-Herzegovina, Turkey, "and also of Kosovo."

When she was in Pristina on March 26 Mogherini spoke to students, in the presence of Kosovo President Atifete Jahjaga and other officials, to say that negotiations between Belgrade and Pristina represented "dialogue of two equal sides, of two sovereign states."

A day later in Belgrade, Mogherini said that she "emphasized in the same sentence that five EU member states have not recognized Kosovo."

Kosovo's ethnic Albanians in early 2008 unilaterally declared independence, something that Serbia considers a violation of its Constitution and territorial integrity. 23 out of EU's 28 member-states have since recognized Kosovo.
