PM expects difficulties with "judiciary issues"

BELGRADE PM Ivica Dacic said on Wednesday he expected the talks with Pristina in Brussels on Thursday to be "most problematic in connection to judiciary issues." This concerned "especially the establishment of the Basic Court in northern Kosovska Mitrovica which is home to Serbian majority population," he said. PM expects difficulties with "judiciary issues" Dacic told reporters that he expects problems to arise in the talks because Pristina is opposed to setting the seat of the Basic Court in northern Kosovska Mitrovica because it believes Belgrade is trying to create 'a special country within a country' in this way. “We simply want the ethnic structure of employees (in the court) to reflect the ethnic structure in this part of Kosovo and Metohija,” Dacic said. He reiterated that the Thursday talks with High EU Representative for Foreign Affairs and Security Policy Catherine Ashton and Kosovo Prime Minister Hashim Thaci will cover the situation after the local elections in Kosovo. He noted that his talks with Thaci would also focus on the implementation of the Brussels agreement in terms of the judiciary and the police. “The talks will also cover the next steps toward the constitution of the Community of Serb municipalities and definition of some future topics,” Dacic said. The prime minister noted that there is a principled agreement that the next meeting would be held on December 13 "if necessary." Dacic explained that the agreement was reached so as to continue the implementation of obligations envisaged in the Brussels agreement before the submission of the new report on the Belgrade-Pristina dialogue Ashton should file to the EU Council of Ministers in late December. Dačić told reporters that he expects problems to arise in the talks because Priština is opposed to setting the seat of the Basic Court in northern Kosovska Mitrovica because it believes Belgrade is trying to create 'a special country within a country' in this way.

“We simply want the ethnic structure of employees (in the court) to reflect the ethnic structure in this part of Kosovo and Metohija,” Dačić said.

He reiterated that the Thursday talks with High EU Representative for Foreign Affairs and Security Policy Catherine Ashton and Kosovo Prime Minister Hashim Thaci will cover the situation after the local elections in Kosovo.

He noted that his talks with Thaci would also focus on the implementation of the Brussels agreement in terms of the judiciary and the police.

“The talks will also cover the next steps toward the constitution of the Community of Serb municipalities and definition of some future topics,” Dačić said.

The prime minister noted that there is a principled agreement that the next meeting would be held on December 13 "if necessary."

Dačić explained that the agreement was reached so as to continue the implementation of obligations envisaged in the Brussels agreement before the submission of the new report on the Belgrade-Priština dialogue Ashton should file to the EU Council of Ministers in late December.
