KRUSEVAC The minister without portfolio in charge of EU integration, Branko Ruzic. said on Wednesday that Serbia made "big steps in the EU integration process." He noted that the biggest challenges on the road toward the fully-fledged membership will be financial capacities for implementing reforms of the society and "changes of the mindset." Minister says "big steps" made toward EU When it comes to Serbia, the biggest challenges have so far been of political nature, Ruzic noted. "We had numerous problems which we tackled in previous 20 years. I think that we resolved all these problems in an adequate way," Ruzic told Tanjug in Krusevac, central Serbia. This government, headed by Prime Minister Ivica Dacic and First Deputy Prime Minister Aleksandar Vucic, "showed credibility and by initialing and implementing the agreement with Pristina, it showed that it wants to undo the Gordian knot, that being the normalization of relations between Belgrade and Pristina," he added. "I expect, what many do not expect, that the greatest challenges on our path toward the fully-fledged membership in the EU will be the budget, or financial capacities for implementing reforms of the society that we have to carry out for our own sake, and our mindset. I believe that it is much important to explain that no one from the outside will come to reform our society in the interest of citizens, but that we have to do that by ourselves," Ruzic said. Asked whether it is possible that Serbia opens negotiations with the EU in December, the minister without portfolio in charge of EU integration voiced confidence that an intergovernmental conference that will symbolically mark the beginning of the political negotiation process will be held in December or by the end of January. "What lies ahead is the most important document that will determine the fate and dynamics of this process - a negotiating framework, which we expect on December 20," Ruzic said, underscoring that the structure of negotiations is much more important than the timeframe.
