BELGRADE Branko Ruzic expects that the content of the negotiating framework for Serbia's EU accession talks will be adopted on December 20. The intergovernmental conference (IGC) would follow "marking the official beginning of talks will be scheduled by the end of January at the latest," Serbia's minister without portfolio in charge of EU integration said. He noted that there are elements of the Brussels agreement between Belgrade and Pristina to whose realization the government is committed until December 20, adding that the first key moment will be the local elections in Kosovo on November 3.
