BERLIN, BELGRADE The German parliament will on June 27 decide that negotiations between Serbia and the EU could begin in 2014 at the earliest. This will happen if Belgrade fulfills the requirement for the normalization of relations with Kosovo, reports DPA. "Serbia won't start EU talks before 2014" Citing sources in the German parliament, the agency said that German Chancellor Angela Merkel will advocate that position at the end of this month at a summit of the European Union, which should decide by consensus on whether to grant Serbia a date for the start of negotiations. In accordance with this view that has been agreed by the parliamentary majority, the German Foreign Ministry and the office of the chancellor, the issue of giving Serbia a date for membership talks should be on the agenda of another EU summit by the end of the year. If Serbia by then fails to fulfill "the obligations that it has toward Kosovo" the accession negotiations could not begin until later, said the sources in Berlin. The so-called "provisional date" has been talked about for a while, with Director of the Office for European Integration Milan Pajevic saying over the weekend that he expects Serbia to get "the green light, not a date" on June 28. On the other hand, Prime Minister Ivica Dacic said this week that he expects "a date, not some 'green light'." His first deputy, Aleksandar Vucic, says similar expectations. He told B92 earlier this week that it would be "difficult to explain how Serbia did not not a date." (Beta/AP, file) Beta
