BELGRADE Ivica Dacic has said that an agreement on a plan for the implementation of the Brussels deal will be needed for Serbia to get a date for the start of EU talks. The Serbian prime minister spoke on Friday and added that this meant that the EU "was not insisting on the implementation of everything that has been agreed by the end of June, but wishes to make sure that Serbia did not reach this agreement only to be given a date." "Implementation plan necessary for EU date" "We wish to implement the agreement, the only thing we cannot accept is to implement something that is not envisaged by the agreement itself," Dacic stated, and added that he "did not expect the international community" to pose new conditions for the start "of the next phase of EU integrations." (Tanjug, file) Encouragement Ivica Dacic also said on Friday that he "does not expect any new conditions from the EU" ahead of the forthcoming visit of German Foreign Minister Guido Westerwelle. “We deserved to be granted a start date for entry talks long ago, but we are not the ones to decide about that. Westerwelle's visit is important as he is coming before the procedure in the Bundestag. I do not expect that any new conditions will be set,” Dacic told reporters in Belgrade. According to him, it is necessary for Serbia for a plan on the implementation of the Brussels agreement to be reached in order to get a date. The prime minister sees Westerwelle's visit and the announced arrival of UK Foreign Secretary William Hague as "encouragement." “I interpret that as encouragement to go forward, and not as some new condition, and I saw that during the talks with Vice-President of the United States Joseph Biden on my recent visit to Washington,” Dacic was quoted as saying. He said the EU wished to be convinced that the agreement between Belgrade and Pristina would be implemented in practice and not remain a dead letter if Serbia were given a date. "That does not mean that everything should be done by the date when it will be decided (on a date), and that is June 27 and 28, but the EU wants to see that the agreement is being applied," Dacic explained.
