BELGRADE First Deputy PM Aleksandar Vucic said on Saturday that he would discuss every detail of the Brussels agreement with northern Kosovo Serbs. He is visiting Kosovo today where he will meet with representatives of northern Kosovo Serbs and try to reach a deal on the implementation of the Brussels agreement. “Every detail of agreement will be discussed” “I will talk to all representatives of Serbs, both legitimate ones and those who are not,” the deputy PM told daily Politika. “I am planning on explaining Serbia’s policy, that Kosovo is not independent, that we have not and will not recognize it, on saying that Serbia together with its people can make progress but that a part of our people cannot be prosperous in any way without Serbia,” he was quoted as saying. Vucic noted that he wanted to talk about “every detail” of the agreement, adding that some representatives of Kosovo Serbs had not even read the document. He pointed out that there would be no repressive measures even if they failed to reach an agreement. “There is a possibility to implement the agreement without some people,” Vucic said and noted that the Serbian government could easily dismiss certain officials and appoint new ones who would implement the agreement. “We want to talk,” he stressed. The first deputy PM said that local elections would be held by the end of the year and that the Community of Serb Municipalities would then be formed and that only legitimate representatives of Serbs would be appointed. Vucic said he realized that holding of the elections in accordance with the Kosovo laws was “the most difficult and most painful concession” of Serbs. He noted, however, that there would be plenty of “painful things Albanians will have to swallow”, such as that 98 out of 100 police officers in the north would be Serbs, that Serbia would finance the health and education systems, economic development and spatial planning. “And that the Community of Serb Municipalities will fully oversee it and that Belgrade will finance it,” the deputy PM added. He said that Belgrade had received written guarantees from NATO that Kosovo security forces would not be able to enter northern Kosovo. When asked whether Serbs were going to be transferred to Kosovo’s constitutional and legal framework, Vucic said that “it is not exactly like that” because Serbia still did not recognize Kosovo. “Therefore, Serbia does not recognize Kosovo and Kosovo will not get a seat in the UN or anything like that,” he concluded.
