BELGRADE The Broadcasting Agency (RRA) has sent a letter to the Serbian government, asking for a reduction in the fees for broadcasters. The agency wants the fees reduced by 20 percent, said its vice president, Goran Karadzic. Broadcasting Agency seeks lower fees for broadcasters During a break in a round table discussion on the process of the digitalization of television in Serbia, he told reporters that this proposal was sent in order to alleviate the burden on broadcasters, who would be able to accumulate the leftover funds "to facilitate the digitization process itself, and also their sheer survival." Karadzic recalled that licenses issued to national broadcasters would expire in 2014 and announced a possibility that a new law on electronic communications would extend the licenses to ten years. "It is possible that there will be an extension, the working group has heard such opinions, and it is possible that after that licenses will be issued for a period of ten years, because this is a period considered necessary in Europe to make the investment worthwhile," said Karadzic. Minister of Culture and Information Serbia Bratislav Petkovic announced that shortly a draft law on electronic media would become publicly available, which, he said, contains the rules for the digital era and the future which will clearly define the role of television service providers. He specified that the law will define the roles of the current broadcasters, terrestrial digital network operators, of the public company Emisiona Tehnika, regulatory bodies in the field of media and communications, and public authorities. Petkovic pointed out that digital broadcasting creates the conditions for the application of possible new models to meet the needs of citizens in regional and local public television programs. "The law guarantees the rights acquired by all current broadcasters and creates a basis for various forms of government assistance in overcoming the difficulties in the transition period," he said. Petkovic concluded by saying that the transition from analogue to digital broadcasting was Serbia's international obligation, but also an "essential necessity". B92
