LUXEMBOURG The EU Council of Ministers advocated the urgent adoption of a "protective clause" - a mechanism to enable a temporary suspension of the EU visa-free regime. The measure would affect the citizens of some Western Balkan countries, and would have to be adopted by the European Parliament.
