Oliver Ivanovic says that as soon as it is formed a new government will have to set up councils in the municipalities where councilors' mandates had expired. Most of the municipalities in Kosovo do not have legal authorities and so the new government will have to form provisional councils in those areas, according to the law on local government, said this official Ministry for Kosovo official.
