The Belgrade-based daily Politika today ran an op-ed penned by New Policy Center NGO Director Vladimir Todoric, entitled, "Why Tadic should be prime minister". In it, Todoric argues that Tomislav Nikolic and Boris Tadic have "most political legitimacy in Serbia", and that Tadic's decision to leave the prime minister's office to someone else would lead to a legitimacy crisis of the future government. "Why Tadic should be prime minister" After losing to Nikolic in the second round of the presidential elections on Sunday, Tadic said he would not seek premiership, but his Democratic Party (DS) is now reportedly pushing him in that direction. Todoric says that considering the challenges ahead, there needs to be a balance between the two poles of government. "A weak government would not be anywhere near capable of overcoming the challenges. The government's success will be proportional to the level of control exercised by the parliament and the president, but without jeopardizing its efficiency. The decisions in forming the government should be made keeping in mind all the problems we have and those that await us," Todoric wrote. In his opinion, Serbia needs to strengthen its parliament, create a cheap and efficient government and establish cohabitation between the president and the prime minister, which would force politicians to do their best in leading the country. The president cannot efficiently control the government if the prime minister belongs to the same political option, Todoric notes, wondering how the president can revoke the mandate of a prime minister he nominated himself without shooting himself in the foot. "This is why the cohabitation from 2004 to 2008 was very significant for Serbia's democratic consolidation and why, even with all its known flaws, it was a better solution than all other options," Todoric believes.
