The Office of the High Representative (OHR) has stated that the Republic of Srpska (RS) is not a state but an entity in Bosnia-Herzegovina. The OHR has reacted to Serbian Orthodox Church (SPC) Patriarch Irinej’s statement that the RS is “the youngest Serbian state”. OHR reacts to patriarch's statement The OHR pointed out that Bosnia-Herzegovina’s Constitution left no room for any kind of the entity’s sovereignty and that “the entity’s jurisdiction was not an indication of any sort of statehood”. “The entities were established with the Bosnia-Herzegovina Constitution in accordance with the Dayton Accords. Simultaneously, Bosnia-Herzegovina has continued its existence as a state with a modified internal structure under the international law,” OHR Spokesman Eldar Subasic told Bosnia-Herzegovina TV (BHRT).
