Council of Europe (CoE) Rapporteur Dick Marty will attend a debate on an OSCE resolution on combat against illicit trade in human organs, submitted by Serbia. The debate will take place on Saturday in Belgrade as part of the ongoing OSCE Parliamentary Assembly (PA) Annual Session. Dick Marty to visit Belgrade on Saturday Marty's presence was confirmed on Thursday by OSCE PA Vice-President Riccardo Migliori. Migliori said that he believes the resolution proposed by Serbia will be adopted, pointing out that Serbian Foreign Minister Vuk Jeremic will take part in the debate. "It is important to clarify the situation and determine the responsibility, as we have to honor the victims," Migliori told the journalists in Belgrade. OSCE PA Permanent Committee accepted on Wednesday 25 resolutions which will be discussed by three committees, including the resolution on Combat against Illicit Trade in Human Organs, submitted by Serbia's delegation. Serbian parliament speaker Slavica Djukic-Dejanovic invited the Swiss senator to attend this year's OSCE session. Council of Europe Parliamentary Assembly (PACE) adopted on January 25 Dick Marty's report and the resolution on human organ trafficking in Kosovo, which calls for an international investigation. Serbia requested from the UN Security Council to form an independent body which would investigate organ trafficking. This proposal was supported by Russia, whereas the EU member states and the U.S. suggested that the investigation should be carried out by the EU mission in Kosovo, EULEX. In June 2011, EULEX formed a working group for the investigation into the allegations from Dick Marty's report on human organ trafficking in Kosovo. The Marty report names members of the ethnic Albanian KLA as perpetrators of the atrocities that took place in 1999 and 2000, while their victims were kidnapped Serb and other civilians.
