France failed to include Serbia’s request for an investigation into Kosovo organ trade allegations to the UN Security Council agenda, reports said. France, the state presiding over the UN Security Council at the moment, failed even on Wednesday to convene the council member-states for consultations on the Serbia’s request that an investigation on human organ trafficking in Kosovo should be conducted under the UN auspices, Belgrade daily Politika writes. Although there are no strict rules prescribing the time limit for calling consultations when they are requested through an official channel, i.e. the secretary-general, it is customary that they are scheduled immediately afterwards and a decision made whether this particular item will be included in the agenda of a meeting, wrote the newspaper. Ambassadors of Brazil, India, Russia and China may, however, refer to the Serbia’s request for launching an independent investigation on human organ trafficking, Politika reported. Serbian Foreign Minister Vuk Jeremic, who will attend the council session on Thursday in New York, announced he would seek support for a probe to take place, and a decision by the Security Council to establish adequate mechanisms to conduct it. "Months have gone by, and nothing has been done. We consider the inaction on this issue to be absolutely unacceptable and morally unsustainable, and for that reason we will in New York ask for an investigation to be launched," Jeremic said ahead of his trip. A report published by the Council of Europe Rapporteur Dick Marty in late 2010 named members of the ethnic Albanian KLA as perpetrators of serious crimes, including kidnappings and murder for their organs of Serb and other civilians. In January, a resolution was passed based on the report by the Parliamentary Assembly of the Council of Europe, calling for an investigation to be launched into the allegations.
