Law on party financing in March

Adoption of the law on financing of political parties will be in keeping with the recommendations of the European Commission (EC).

Adoption of the law on financing of political parties will be in keeping with the recommendations of the European Commission (EC). The new law on financing of political parties should enable public insight into financing of parties, reduce abuse in this area, and show whether the parties collect and spend funds in a transparent way. Law on party financing in March The new law would eradicate current shortcomings, and according to experts, it would be a step forward although certain open issues would be left unaddressed. However, the experts told Tanjug that it was not before the enforcement of the law and first control of financing reports that it would be possible to see whether the parties started to act more responsibly. President of the Anti-Corruption Agency's Board, which composed the draft law, Cedomir Cupic expects that the bill will be adopted in March, and that it will not be altered. Moreover, he urged the MPs not to amend the provisions which were composed by experts. He called on the MPs to prove that the legislative authorities want to adopt a law which would help in the combat against a dangerous social problem - corruption. “The draft law on financing of political parties would bring new useful solutions, such as the prohibition of indirect financing of parties and campaigns, as well as regulations which would reduce squandering of budget funds,” Program Director of Transparency Serbia Nemanja Nenadic underlined. He added that it was good that the parties were due to publish their financial reports on the internet, adding that one of the important innovations was greater jurisdiction of the Anti-Corruption Agency in control of reports on financing of election campaigns. “However, in spite of good solutions there are also certain doubts including the division of responsibilities between the Anti-Corruption Agency and the State Audit Institution,” Nenadic said, adding that this division should be clear in order to secure better control of annual reports by political parties.
