Criminal complaint over Kosovo crimes

The Humanitarian Law Center (FHP) has filed a criminal complaint against five former members of Yugoslav Army (VJ) and Serbian police (MUP).

The Humanitarian Law Center (FHP) has filed a criminal complaint against five former members of Yugoslav Army (VJ) and Serbian police (MUP). The NGO charged the officers for war crimes committed against ethnic Albanians in villages in the territory of the municipality of Pec in from December 1998 until June 1999. Criminal complaint over Kosovo crimes The complaint was filed two days ago with the Serbian War Crimes Prosecution, the FHP announced. The organization says that military and police senior officers are responsible for murder of 49 ethnic Albanians, as well as robbing, torching and destroying their houses, and torture, intimidation and persecution of the ethnic Albanian population from the villages in the municipality of Pec. The FHP says that the worst crimes were committed in the villages of Plavljane and Zahac on May 14, 1999 when a convoy of persecuted Albanians in Zahac “was stopped by the Serbian forces wearing uniforms of the Yugoslav Army” who singled out and detained 18 Albanians, the announcement reads. When the rest of persecuted Albanian women, children and older men had left the village the Serbian troops shot 17 out of 18 Albanians, it is said in the announcement which contains the names of the victims. The same day the Serbian soldiers persecuted Albanian civilians from Plavljane, robbed their homes and then set them on fire, killing ten Albanian civilians, the FHP said. The complaint names then commander of the VJ 125th Motorized Brigade Dragan Zivanovic, the unit's Chief Djordje Nikolic and then Commander of the VJ 177th Military-Territorial Unit Toplica Miladinovic as the suspects, along with senior police officer Radoslav Branovic and police Inspector Bata Bulatovic from Pec, “as well as several other members of military and police and criminal groups under their control under suspicion that they committed a criminal act of war crime against civilian population". It also states that some of the accused “were obviously accomplices in war crimes committed the same day in the village of Cuska and that an investigation for the crimes committed in the village is already being conducted against some of them“. The FHP emphasized that it was the reason why they had suggested expanding the investigation to those newly reported in the charges “because all legal presumptions for that exist”.
